Who is supposed to get the message?

Today I noticed a bumper sticker with a picture of Old Glory and the following text:

DON'T MESS
WITH THE U.S.

The vehicle was parked and nobody was inside it so I went about my day but I really wanted to wait for the driver to return in order to ask him or her, "How long have you displayed this bumper sticker on your vehicle and during that time how many members of Al Qaeda and Axis of Evil operatives do you estimate have seen it?"
