The domestic political consequences to Bush of not conquering Iraq are substantial. The domestic benefits of not conquering Iraq are far less certain. Therefore: war.
I would emphasize that Bush will have little credibility if he doesn’t go to war. What is he supposed to say, “You know all those bad things I”ve been saying for the last year Iraq would do if we didn’t stop them, well I was wrong”?
