The Project on Government Oversight has recently come across a document where Thomas Christie, Director of Operational Test and Evaluation for the Department of Defense, says the Navy has not done the necessary tests on many of its weapons systems to make sure that they do not hinder a "pilot's ability to locate and strike enemy targets.
