Despite the great polictial gains to be made by making a case for war, the President has not done so. Despite that fact that wavering domsetic support only gives strength to the forign opponents of war, the President has not done so. Despite the fact that wavering domestic support only encourages Saddam to flout demands for weapons inspectors, the President has made no case for war. Members of Congress, many of whom have high security clearances, have been given insufficientt reasons for war.
